if you are using an elite tome, there is NO reason not to get Moebius. Flashing Blades is for help while you are learning how to be a sin, and should only be used because it's the first elite you get. After the five minutes it takes for you to learn how to kite, FB is pointless.

For PvE, the absolute ultimate shutdown is... Just killing them. In PvE, hardly any monsters (save SF, Mist Form, Mark of Protection, etc. users) can actually survive an attack like people can in PvP. They don't kite, they don't have (good) monks, and they usually don't use their own healing skills correctly. There's no point in shutting down something if you can just outright kill it. And really, I'm not sure why I spent a paragraph explaining the quite obvious.
